Objective of the Atmanirbhar Asom Abhijan

    • Empower unemployed youth by providing resources, guidance, and support to become self-reliant entrepreneurs.

    • Promote entrepreneurship and create an entrepreneur-oriented ecosystem in Assam.

    • Generate employment in both rural and urban areas through the establishment of new and existing ventures.

    • Strengthen the rural economy by focusing on self-employment and micro-enterprises.

Features of the Scheme

    • Financial Assistance:

      • ₹2 lakh for general graduates, ITI/diploma holders, and those with up to Class 10 (SC/ST/OBC).

      • ₹5 lakh for professional degree holders (engineering, medical, agriculture, etc.).

      • Assistance is split: 50% government grant, 50% interest-free loan, repayable after 5 years.

    • Targeted Beneficiaries: 2 lakh youth over 2 years (1 lakh per year).

    • Skill Development:

      • Mandatory 1-month free skill and entrepreneurship training for selected beneficiaries.

      • Stipend of ₹10,000 during training.

    • Sectoral Coverage:

      • Supports ventures in agriculture, horticulture, fisheries, dairy, packaging, garments, fabrication, hardware, and other self-employment activities.

    • Eligibility Requirements:

      • Permanent resident of Assam.

      • Age between 28 and 45 years (as of 1 April 2024).

      • Minimum education: Class 10 for general category; up to Class 10 for SC/ST/OBC; professional degree for ₹5 lakh category.

      • Must have a bank account opened before 1 April 2024.

      • Registered in Employment Exchange before 1 April 2024.

      • No prior loan default and not a beneficiary of CMAAA 1.0.

      • Only one member per family can apply.

    • Application Process:

      • Online registration with a fee (₹200 for General, ₹100 for SC/ST/OBC).

Beneficiaries of the Scheme

    • Unemployed youth of Assam, especially those from BPL and low-income families.

    • Educationally qualified youth (graduates, diploma holders, professionals).

    • Entrepreneurial individuals willing to start or expand micro-enterprises.

    • Special focus on rural youth and those with technical/professional backgrounds

Chief Minister Shishu Seva Scheme (Assam)

    • The Shishu Seva Scheme was announced on May 29, 2021, coinciding with the completion of seven years of the NDA government at the Centre.

Objective of scheme

    • Primary objective: To provide comprehensive support—financial, educational, and social—to children in Assam who lost their parents (or earning parent) due to COVID-19.

    • The scheme aims to ensure the welfare, protection, and future security of these orphaned children.

Features of scheme

    • Fixed Deposit: ₹7,81,200 is parked as a fixed deposit in the name of each beneficiary child.

    • Monthly Financial Assistance: Each beneficiary receives ₹3,500 per month (interest from the FD, including ₹2,000 from a central scheme) until they turn 24 years old.

    • Lump Sum on Maturity: On turning 24, the principal amount of the fixed deposit is transferred to the beneficiary’s bank account.

    • Shelter & Care:

      • Children below 10 years or adolescent girls without guardians are housed in child care institutions or reputed schools like Kasturba Gandhi Balika Vidyalaya, with full educational and living support.

    • Educational Support: All school/college-going orphaned children (including those in vocational training) receive laptops/tablets to aid their studies.

    • Marriage Support for Girls: Orphaned girls of marriageable age receive a one-time grant of ₹50,000 and one tola of gold under the Arundhati Gold scheme.

    • Skill Development: Beneficiaries are provided opportunities for skill-based education.

    • Identification & Implementation: District authorities identify eligible children and facilitate scheme benefits.

Beneficiaries of the scheme

    • Children who lost both parents (or the sole earning parent) due to COVID-19 in Assam.

    • Children under 10 years and adolescent girls without guardians receive institutional care.

    • Orphaned adolescent girls and girls of marriageable age receive additional support for education and marriage

Orunodoi Scheme

    • Formally launched: 2nd October 2020.

    • Initial selection and implementation: Began from August 17, 2020.

    • Major rollout: December 1, 2020, covering over 22 lakh families.

    • Enhance living standards: Enable poor households to afford basic needs such as food, medicine, and nutrition.

    • Direct Benefit Transfer (DBT): Monthly financial assistance is sent directly to the nominated woman’s bank account in each eligible family.

    • Financial assistance amount: Initially ₹830 per month, later increased to ₹1,000, and most recently to ₹1,250 per month for each beneficiary woman.

    • Coverage: Over 24 lakh poor households targeted; new phases (e.g., Orunodoi 3.0) aim to add 12 lakh more beneficiaries.

    • Breakdown of support:

      • ₹400/month for medicines

      • ₹200/month as a 50% subsidy for 4 kg pulses

      • ₹80/month as a 50% subsidy for 4 kg sugar

      • ₹150/month for essential fruits and vegetables

    • Eligibility selection: Lists prepared at local government levels (Gaon Panchayat, Village Council, Urban Local Body) based on strict eligibility criteria.

    • Community involvement: Regular constituency-level meetings to ensure transparency and participation.

Features of the Scheme

    • Direct Procurement: The government procures traditional hand-woven items directly from registered indigenous weavers via a dedicated online portal (swanirbharnaari.assam.gov.in), ensuring fair remuneration and eliminating middlemen.

    • Online Registration: Weavers register on the portal, undergo physical verification, and are mapped with their Aadhaar number for transparency and eligibility.

    • Timely Payment: Payments are made online directly to the weavers’ bank accounts within four days of procurement, ensuring financial security.

    • Skill Development: The scheme offers training and skill upgradation opportunities through Handloom Training Centres and Institutes, integrating modern technology with traditional weaving.

    • Market Linkages: Products procured are sold through government outlets and e-marketing platforms, expanding market access for weavers.

    • Product Range: Up to 100 benchmarked traditional products per weaver can be procured under the scheme.

    • Transparency and Monitoring: Thorough verification and monitoring at every stage, with awards for best-performing panchayats to encourage effective implementation.

    • Support for Entrepreneurship: The scheme provides financial assistance, mentorship, and market access to women interested in entrepreneurship and self-employment.

    • Primary Beneficiaries: Indigenous women weavers of Assam, especially those from economically disadvantaged backgrounds.

    • Eligibility: Women aged 18 and above who own and operate a loom and produce benchmarked traditional handloom items.

    • Scale: Over 6 lakh applications received; more than 5.6 lakh weavers have been approved and are benefiting from the scheme.

    • The Assam Right to Public Services (ARTPS) Portal was launched on 7th October 2021 by the Union Minister of Finance, Smt. Nirmala Sitharaman, in the presence of Assam Chief Minister Dr. Himanta Biswa Sarma at the Srimanta Sankardev International Convention Centre, Guwahati.

    • Ensure timely delivery of notified public services to citizens of Assam.

    • Promote accountability, transparency, and efficiency in public service delivery.

    • Empower citizens to access government services easily, reducing delays and corruption.

    • Bring services closer to people, including those in autonomous council areas, through digital transformation and e-Governance.

Features of scheme

    • Online Portal: Citizens can apply for services from home or public facilitation centres via the ARTPS portal.

    • Wide Service Coverage: Initially launched with 47 services, with plans to expand to over 140 services across departments.

    • Time-bound Delivery: Guarantees delivery of services within stipulated timeframes, with acknowledgment receipts for applications.

    • Designated Public Servants (DPS): Specific officers are responsible for each service, ensuring accountability.

    • Appeals & Grievance Redressal: Citizens can appeal to higher authorities if services are delayed or denied, with escalation mechanisms in place.

    • Penalties & Incentives: Officials face penalties for delays or denial without valid reason; high performers are incentivized.

    • Inclusivity: Extended to all districts, including BTC, DHATC, and KAAC autonomous regions.

    • Digital Tracking & Notifications: Applicants can track status online and receive digital updates.

    • Integration with e-Governance: Part of Assam’s broader e-Governance push, including projects like Sewa Setu and eOffice.

    • All residents of Assam, including those in autonomous council areas (BTC, DHATC, KAAC).

    • Citizens seeking government services such as certificates, licenses, permits, welfare benefits, and more.

    • Especially beneficial for people in remote or rural areas, as services are accessible online

Chief Minister’s COVID-19 Widows Support Scheme (Assam)

    • Launched: July 11, 2021, by Assam Chief Minister Himanta Biswa Sarma at a function in Guwahati.

Objective of COVID-19 Widows Support Scheme

    •  To provide social and financial security to women who lost their husbands due to COVID-19, helping them maintain dignity and cope with financial hardship.
    • Key focus: Offer immediate, substantial support to mitigate the economic impact of losing the family’s main breadwinner.

Features of scheme

  • One-time financial assistance: Each eligible widow receives a lump sum of ₹2.5 lakh.

Eligibility criteria:

    • The widow’s husband must have died due to COVID-19 (not due to comorbidities).
    • Annual family income must be less than ₹5 lakh.
    • Proof of COVID-19 as the cause of death is required.

Implementation:

    • Cheques are distributed by state ministers at the district level.
    • As of the launch, 873 beneficiaries were identified, with expectations to reach 2,000–2,500 widows as enrolment continued.
    • The scheme was time-bound and the application process closed on March 25, 2022.

Beneficiaries of the scheme

    • Target group: Widows in Assam whose husbands died due to COVID-19 and whose annual family income is below ₹5 lakh.
    • Exclusions: Widows whose husbands died of other causes, including comorbidities, were not eligible
